[The following statement was issue by the People’s Democratic Party (PRD) following the inauguration of President Susilo Bambang Yudhoyono and Vice-President Jusuf Kalla at the national parliament in Jakarta on October 20.]

Jakarta, Kompas – As many as four people and a priest in the Puncak Jaya regency of West Papua were killed by shots suspected to have been fired from a TNI (armed forces) helicopter. Fearing for their lives as many as 500 people living in and around the area where the shooting occurred have sought refuge on Wijaya Mountain.

Suwarjono, Jakarta – Opposition to presidential and vice-presidential candidates from the military are surfacing again. A coalition of West Papuan non-government organisations (NGOs) say that presidential candidates with a military background will make it difficult to uphold values of human rights in Indonesia.

Jayapura – Anticipating security disturbances in the lead up to the 2004 general elections, the TNI (armed forces) will increase surveillance in areas which are considered to be susceptible to disturbances by the Free Papua Organisation or the Papua National Liberation Army (OPM/TPN).

Jayapura – The plan by the People’s Consultative Assembly Commission I urging the government and related partners to conduct a military operation in Papua for the sake of safeguarding the general elections has been opposed by a number of parties.

Jayapura – Two years after the implementation of the Law on Special Autonomy in West Papua, the level of human rights violations remains high. There has been no commitment from any parties to apply the Law on Special Autonomy consistently. Rather, this law is seen as disrupting the Unitary State of the Republic of Indonesia (NKRI).

Jakarta – Foreign Affairs Minister Hassan Wirajuda has stated that the government is continuing to monitor the possibility of support from a number of countries in the Asia Pacific region for a group of people in Papua who have ideas of Papuan independence, separating from the Republic of Indonesia.

Bagus Kurniawan, Yogyakarta -- In the aftermath of the violent clashes between Papua citizens as a result of the creation of the new province of Central Irian Jaya, Papua students in Yogyakarta have called for the [decision to] divide up the province of Papua be immediately annulled.

Jakarta, Kompas -- The Indonesian government has cited the armed separatist movement in Papua as one of three threats against the perpetuation of the nation’s existence within the Unitary State of the Republic of Indonesia (NKRI).
