Nicholas Ryan Aditya, Danu Damarjati, Jakarta – A number of University of Indonesia (UI) students have reported allegations of terror and the distribution of personal data (doxing) to the National Police Criminal Investigation Directorate (Bareskrim Polri).
They were accompanied by a Jakarta Legal Aid Foundation (LBH) lawyer and officially received by investigators on Wednesday February 4.
LBH Jakarta public defender Khaerul Anwar said that they accompanied four of the five students when they were making their report at the National Police Headquarters. The reporting process starts from registration at the Integrated Police Service Centre (SPKT).
"When registering at the SPKT, we were then directed to Polri Cyber to first consult on the alleged criminal acts experienced by the complainants", Anwar told Kompas.com on Thursday February 5.
According to Anwar, investigators initially directed them to make the report in the form of a public complaint (dumas). However, the accompanying legal team and the victims wanted the case to be processed through a police report (LP).
"After a long discussion, approximately six hours, it was finally agreed to make out a LP with one person reporting and the rest being used as witnesses", he explained.
CODs to WhatsApp hacks
Anwar explained that the students are alleged to have suffered various forms of terror. One of these was in the form of sending mysterious goods via a marketplace platform using a cash on delivery (COD) payment system.
"A form of terror, generally, they got deliveries of mysterious goods from one of the marketplaces via a COD system, starting from funeral shrouds, wheelchairs, a keris [a traditional serrated knife], scissors, etc", he said.
In addition to this, the students making the report also experienced the dissemination of personal data on the social media platform "X". The data included their full name, population identification number (NIK), place and date of birth, gender, address and religion.
"Including their mother's name, email and WhatsApp number", added Anwar. Not only that, several said they had their WhatsApp accounts hacked.
He said that there would be follow up reports of the incidents because of alleged violations of the Information and Electronic Transactions (ITE) Law, especially regarding uploads made by the victims.
In the report, the students reported a number of alleged criminal acts. Based on the Report Receipt (STPL), the alleged violations reported include criminal acts of disseminating personal data as regulated under Article 67 paragraphs (1), (2) and (3) of Law Number 27/2022 on Personal Data Protection.
Aside from this, there are allegations of attempted fraud as regulated under Article 492 of Law Number 1/2023 on the Criminal Code (KUHP).
"(Also reported were) threats of violence made in writing. This criminal offense is regulated under Article 449 paragraph (2) of the 2023 KUHP for any person who makes criminal threats against a person's life or serious abuse in writing", he said.
Along with the criminal act of accessing another person's electronic system without the right as stipulated under Article 332 paragraph (1) of the KUHP.
Meanwhile the evidence handed over to investigators included screenshots of uploads on X's accounts containing personal data, COD package delivery receipts, as well as the X account's identity, email and the name of the goods ordered on marketplace.
Anwar added that the report was officially received by Bareskrim Polri and designated the number LP/B/57/II/2026/SPKT/BARESKRIM POLRI dated February 4, 2026. Investigators are still investigating the report for further legal proceedings.
