Amnesty International Indonesia and the Indonesian Historical Transparency Alliance (AKSI) strongly condemns the decision by the administration of President Prabowo Subianto and Vice President Gibran Rakabuming Raka to award the title of national hero to Suharto and Sarwo Edhie Wibowo.
This decision is a distortion of history, a betrayal of the ideals of the 1998 reformasi, and an insult to the millions of victims of human rights violations during Suharto's 32-year New Order regime.
We affirm that the state has a primary obligation to respect, protect and fulfill the human rights of its citizens. This awarding of the title of national hero contradicts the constitutional mandate and the justice mandated by reformasi – the political reform process that began with Suharto's resignation in 1998.
It is true that, as a human being, Suharto certainly made "mistakes" that can be forgiven. The problem is that these are not "mistakes", but rather crimes that are characterised as the most serious, which cannot be whitewashed away. A cultural philosophy devoid of such basic universal moral norms will continue to diminish the nation's ability to distinguish between right and wrong. That is a path to disaster.
The awarding of this title goes against the agenda of eradicating corruption, collusion and nepotism (KKN).
Not only is corruption now rampant through abuse of office and budgets, but it is also a pattern that is characteristic of the past Authoritarian administration. Even more ironic, this decision was made by a president who once had direct family ties with Suharto as his son-in-law, reinforcing the impression that the country is now once again subject to oppressive and feudal rule.
The support of several parties, such as Coordination Infrastructure Minister Agus Harimurti Yudhoyono (AHY), who is also the chairperson of the Democratic Party, for Suharto's designation as hero is also inseparable from his family's interests, given that the late Sarwo Edhie Wibowo was his grandfather. This designation is rife with arbitrariness and nepotism. Crowning Suharto and Sarwo Edhie Wibowo as heroes negates the suffering of the victims and their families of gross human rights violations, while also normalising the impunity that has long been entrenched in this country.
For more than three decades, the Suharto regime was responsible for numerous crimes against humanity and gross human rights violations, including the 1965-66 massacres; the Mysterious Shootings (Petrus) of 1982-85; the 1984 Tanjung Priok and 1989 Talangsari tragedies; systematic violence in Aceh, East Timor and Papua; the enforced disappearance of pro-democracy activists in 1997-98 and more.
Millions of victims and their families have yet to receive truth, justice or reparation. The state has already acknowledged these events as gross human rights violations, both through a People's Consultative Assembly (MPR) Decree at the beginning of the reformasi era and through an official statement by former President Joko "Jokowi" Widodo in January 2023. However, to date, none of the key perpetrators, including Suharto, have been held accountable.
The awarding of the title of national hero is inseparable from a systematic effort to rewrite Indonesian history by erasing traces of state violence. The Minister of Culture, Fadli Zon, who also proposed Suharto as a hero, is now leading a project to rewrite national history, which it is feared will erase the stories of the victims' suffering and the people's resistance to the Authoritarianism of the New Order regime.
The conferring of this title completes a series of policies that have buried the ideals of reformasi, starting with the attempt to remove Suharto's name from MPR Decree Number XI/MPR/1998 on a State Administration that is Clean and Free from Corruption, Collusion and Nepotism, the proposal of the title by the Titles, Service and Honorary Medals (GTK) board and the confirming of the title today. All of this forms a complete ecosystem and infrastructure of impunity.
The state should side with the victims, not the perpetrators of human rights violations. Suharto's designation as a national hero must be revoked immediately as a form of moral and political responsibility for the nation's history and Indonesia's future.
Therefore, we urge the government to:
1. Revoke the title of national hero for Suharto and Sarwo Edhie Wibowo;
2. Investigate past human rights violations during the New Order regime;
3. Uphold the law and restore the dignity of victims of gross human rights violations;
4. Reject all forms of historical manipulation and glorification of perpetrators of human rights violations, whether through cultural policies, education or the official state narrative;
5. Re-establish the ideals of the 1998 reformasi, including eradicating corruption, collusion, and nepotism, upholding human rights and the rule of law.
