Jakarta – The Commission for Missing Persons and Victims of Violence (Kontras) has highlighted the move by the presidential election ticket of Anies Baswedan and Muhaimin Iskandar (AMIN) to sign a 13 point integrity pact with the Ijtima Ulama (an assembly if Islamic clerics) forum.

Kontras believes that the agreements in the integrity pact contract the clam by AMIN of its commitment to guaranteeing freedom of expression and resolving cases of gross human rights violations.

"This clearly, indeed it becomes clear, like that, yes, that there's a contradiction between Pak [Mr] Anies' statements, yes, when talking about creating an equal environment of freedom at all levels of society", Kontras Coordinator Dimas Bagus Arya Saputra told CNN Indonesia on Thursday December 14.

Saputra said that one of the points in the integrity pact which conflicts with AMIN's claims of a commitment to resolving gross human rights violations is point number 2.

In that point it explains that AMIN must be willing to carry out the mandate of Provisional People's Consultative Assembly Decree (TAP MPRS) Number XXV/1966 on the prohibition against spreading Marxist, Leninist and communist ideas.

The pact also requires that AMIN revoke Presidential Decree Number 17/2022 on the formation of the team for the non-judicial resolution of past gross human rights violations or (PPHAM) and Presidential Decree Number 4/2023 along with Presidential Instruction Number 2/2023 on the implementation of the recommendations of the PPHAM.

According to the Ijtima Ulama, those who are considered to be the victims of the 1965-66 mass killings were in fact the perpetrators.

Saputra said that in its vision and mission AMIN claims that it wants to resolve gross human rights violations in a just and comprehensive manner.

He said that such an intention of is good. Because the 1966-1965 affair is a moral burden for the nation, as was confirmed by the pro-judicial investigation conducted by National Human Rights Commission (Komnas HAM).

However, said Saputra, Baswedan has not demonstrated this commitment and has instead signed a pact that goes against this vision and mission.

"There is no process that is just and comprehensive that has been conveyed by Pak Anies in resolving past gross human rights violations", he said.

Meanwhile AMIN is contradicting its commitment to safeguarding freedom of expression because in point 5 of the integrity pact it demands that AMIN must carry out a moral (akhlak) revolution.

AMIN must cleanse Indonesia of phenomena referred to by the Ijtima Ulama as a "social disease". According to the Ijtima Ulama one of these social diseases is Lesbian, Gay, Bisexual, Transgender and Queer (LGBTQ).

According to Saputra, AMIN has in fact pawned off civil liberties by agreeing to the integrity pact. Saputra stated that the agreement actually facilitates more widespread discrimination and persecution of minority groups.

"There will be an effort to facilitate or the state will become the most important facilitator of hatred and discrimination that will lead to violence. Then, stigmatisation will follow against vulnerable and minority groups", he said.

"This will be very contradictory with regard to the statement on freedom echoed by Pak Anies. This shows that Pak Anies has no imagination or concrete discourse to really connect to or attach human values in political policy", he added.

Earlier, Baswedan-Iskandar National Campaign Team (Timnas) Co-Captain Yusuf Martak confirmed that the AMIN ticket signed a 13 point integrity pact with the Ijtima Ulama forum on December 1.

"The reports are correct. [It was signed] on around December 1", Martak told CNN Indonesia on Thursday. (yla/rds)
